It was pointed out by Gieutenant Mitchell that
many men attenlal for more than this number, so that the total effioi- ancy would not be lowerǝl, but the reduction night meat the case of a few man who owing to the nature of their employment coull not in some years give more bine.
The alteration coull be carried out by an Order in Council of the Local Government and I recommend it for inmeliate
consideration.

Numbers.
A calculation made by me shows that the minioan number of men required to help the 2.3. ̧to ran all lights con- tinuously with a proper system of reliefs is 1 Officera, 23 Blectri- ciana and 13 Inşine Drivere, though I consider the full number of 30 all ranks proposel by as on 39th. October, 1901, shoull be obtained if possible, as there will always be sons man who are away, sick or un-
trainel.
I understand the onlistment of
supernumerary is allowed up to the full establishment of the dorps, so that recruiting fɔe "3" Company will be coatiouel if men present themselves,
Vajor Chapaan thought that the question
of the establishment hal better stand over till the appointment of a new Commsalant and the revision of the present regulations which bas been some time in hand is couplebel.
I would however urge that the question
of officers may be considerat aarly,
The present establishment is one only, but in allition to Gieubenant Mitobell there is a supernumerary Officer
Lieutenant Graham.
I do not wish in any ray to treach on the responsibilities of obbers, but I would simply put forwar1 the clains of Lieutenant Mitchell for a stap in cank. This fficer bas baken a very active part in the formation and training of the Company and it would be sows recognition of this work and also a recognition of the importance of the Company if his promotion to Captain coull be anter- tained.
